If you want to shuffle the choices randomly, you should set it to Quiz Edit > 'Shuffle within questions - Yes', and Edit question > 'Shuffle the choices - Check'.
The questions and the choices will be shuffled randomly if you set them to Quiz Edit > 'Shuffle within questions - Yes', and Edit question > 'Shuffle the choices - Check'.
In other settings, only the answers(choices) will be shuffled.
