If 'Use Grading Progress - Yes' is set, the instructor can set the grading progress when evaluating assignments.

Scoring progress: ungraded/ grading/ grading completed/ under review/ to be made public/ published

You need to set it to 'Published' so that the grade is reflected in the grade book and the grade is disclosed to students.

When registering an assignment, set to 'Use Scoring Progress - Yes' to activate the 'Use Scoring Assignment' option.

When set to 'Use Scoring Progress - Yes', you can select a scorer when the scoring progress is in the Ungraded/Grading state.
